I recently powered up my PA-II after being down for a while and I’m only seeing three blue flashes. It is registered and showing on my map but does not appear to be transmitting.

The blue blinking light is for the SD card logger. This means that the SD card is not detected. More information can be found here: SD Card Logging and Troubleshooting.
In this case, we recommend checking if the PurpleAir-**** network is available. If it is, the device is no longer configured to the WiFi. You can follow the steps in the following article to configure your device: Sensor Start-up Guide.

There is a separate LED in PurpleAir devices that should constantly glow red. This is the power indicator for the device. If the red light is stable, it means the device is receiving appropriate power. If the red light is blinking or no red light can be seen, that means the device isn’t receiving enough or no power.
