Data Disparities btw Proximate Monitors

Why would a pollution district’s monitors consistently indicate lower pollutant levels than surrounding monitors in proximity?

Considering that there are half a dozen sensors located in an empty lot … I’m guessing it’s a location registration problem with the sensors. I would contact the agency and ask them what’s up. (Satellite image from Apple Maps)
